The Community and District Nursing Association (CDNA) is worried that the government will introduce a three-year pay deal before review recommendations are made next month.
The CDNA has joined together with the Trades Union Congress and "NHS Together" to call for a fair settlement for its members.
The Association plans to campaign to reach an agreement that will protect the living standards of community and district nurses.
It is calling on the government to restore confidence among health staff still angry at last year's below inflation wage rises.
